Starkey Manor Kerrville sits inside the city rather than out past the limits, and for most of the people who end up buying here, that is the whole point. Shopping, dining, medical and the school run are a few minutes away instead of a twenty-minute drive down a county road. The streets are settled and quiet, the lots carry mature shade trees, and there is no homeowners association.
This is not a new development. Starkey Manor was platted in August 1948, laid out across the W. Fosgate and J.C. Sheffield surveys in Kerr County. That is most of a century of settling in, and it shows — in the size of the oaks, and in streets that feel finished rather than freshly cut.

Why Buyers Look Here
Most of Kerrville’s newer subdivisions are outside town, and a good deal of what sits inside town is either considerably older or considerably smaller. Starkey Manor lands in between. It is established enough to have grown-in trees and neighbors who have been there a while, close-in enough that you are not planning your day around a drive, and priced where you still get real square footage and a real backyard for the money. That combination is harder to find in Kerrville than people expect.
It also suits more than one kind of buyer. A family wants the school zoning and a fenced yard. Someone downsizing from acreage wants a place that still feels like a home without forty acres of upkeep attached to it. Both end up looking at the same streets.
No HOA, Just Deed Restrictions
There is no homeowners association in Starkey Manor and no monthly or annual dues. The neighborhood runs on recorded deed restrictions instead — the standard set of rules about what can be built and how property is used, without a board, a budget or a fee attached. For buyers coming out of a managed community, that is often the single most appealing thing on the list. The two homes on the market here right now give a fair sense of what the neighborhood holds. 1233 Hilltop Road is a 2006 brick home — three bedrooms, two baths, roughly 1,855 square feet of single-level living on a 0.26 acre lot, with vaulted ceilings, plantation shutters, a screened porch and a fenced backyard under mature shade trees.
705 Overhill Drive is the larger of the two at about 2,387 square feet, also three bedrooms and two baths, with a rock fireplace, a screened porch, a workshop and a park-like backyard. Both are properly shaded — which in a Kerrville August is not a small consideration.
Schools, Errands and Parks
Starkey Manor is zoned for Kerrville schools. Groceries, restaurants and Peterson Health are a short drive rather than a trip into town, which is the practical difference between living in Kerrville and living near it.
Parks are part of the appeal too. Kerrville maintains a park system that runs from Louise Hays Park downtown out along the Guadalupe River to Kerrville-Schreiner Park, stitched together by the river trail, with Lehmann-Monroe Park, Lowry Park and the Riverside Nature Center along the way.
